37. Am I supposed to peel off the top layer on the chips before placing them on the devices? Also, would scratches on the sticker chip impede its efficacy in anyway?

The Top layer is there for protection and should be peeled off before placing it on a device. 

Please after sticking the chips to the device peel the protective layer.

Regarding the testing of the EMF, our chips are tested by a FCC Certified Laboratory, by the SAR test. It may not be the same test that you have.
